The approved model legislation was circulating among the states throughout the 2021 legislative session, with the ADA investing a lot of time - over a year - and energy getting NCOIL to adopt the model, according to David White, D.D.S., chair of the ADA Council on Government Affairs.ĭr. Out of that effort, so far, 13 new laws were enacted in 11 states.ĭuring the drafting discussions of the model legislation, NCOIL heard from a wide array of interested parties, including the ADA, about the bipartisan dental benefits model being used as a template for introducing similar legislation around the country. In all, 15 states pursued a version of the NCOIL model legislation during the 2020-21 legislative session. It ended up serving as the impetus for myriad state bills in the 2020-21 legislative session that underscore the need for transparency when it comes to dental insurance. Supported by the ADA, the National Council of Insurance Legislators adopted its Transparency in Dental Benefits Contracting Model Act at the end of 2020.
